Pricing is based on the actual project scope, preparation, access, surfaces, products and logistics. Location can affect travel or project planning in some cases, but we do not use a generic city surcharge as a substitute for a proper written scope.
The neighbourhood itself does not change the paint, but exposure can. Sun, wind, moisture, elevation, landscaping, access and the materials used on the home can change preparation, product selection and timing.
